She really feels for him, since the whole brainwashed thing dovetails pretty closely to Sephiroth's whole mind control deal with Cloud. He's dangerous, obviously, and he killed her, so her feelings about him aren't wholly positive, but she also doesn't think it was his fault. Most of her friends are very dangerous, so that's not really a deterrent for her. She's worried about him and very determined to help him, mostly because he said he didn't want to kill anyone anymore in that dream. There's also the fact that she knows he was Steve's friend, so she's more inclined to think of him positively than she would be otherwise.
At the same time she doesn't really know anything about him first hand, so she's working off of a lot of secondary information and... guesswork, basically. She knows how much it tore up Cloud to lose control of his actions, so she assumes Bucky feels the same. She knows how terrible she feels about all the deaths she's responsible for, so she thinks he must feel similarly. Essentially Tifa has experienced a lot of guilt and trauma herself and based off of the assumptions she's making about him, she doesn't want Bucky to feel guilty about killing her, too.
Also, she feels really really stupid about trying to stop him without a real plan.
