It'll be interesting because Alfie is actually a fan of law and order, in a sense! When he's in charge of something (ex. his gang), he expects to be listened to and obeyed. He's not going to try to run his supply thing in the same way because he thinks it would be doomed to fail and therefore a disastrous waste of time, but he definitely does understand the reasoning behind wanting to keep everyone in line! He just... wouldn't agree that it's at all workable in Norfinbury right now. He'll be nicer about expressing that opinion to her than he is with literally anyone else who tries, though.
Yeah, I think Kesara is actually quite interested in hearing more of how Alfie keeps his own gang in line and trying to think of ways to adapt these techniques to Snowhell. She often thinks the best of people but this town has been wearing on her considerably and her control freak tendencies are skyrocketing. And her status effects (paranoia and isolation 1) are lining up with that too. So she'll probably continue to think along these lines even if he advises otherwise, which could go interesting places I think. She'll need to get more seriously burned about it before she changes her mind, or ineed realises that something is making her unreasonable, and I can definitely see that involving Alfie - maybe even her trying to manipulate him (and naturally failing).
This all sounds excellent! He'll tell her he thinks it's not a workable idea, but he'll probably just stand back and let her try rather than actively try to stop her; failure is a good teacher, in his mind.
