Absolutely! I don't know exactly when he'll have a chance to shake off the doctor, but since he's getting more hacking requests and Watson is very much "no more hacking for you young man" he'll probably have to sneak off on his own to get done what he wants to get done.

Joker's sound logic if he found Quark on his own would be to drag him around raise a huge fuss and then peace out as the heroes converge on whereever he left Quark (probably handcuffed to something).

His plan all along being to reunite Quark with folks who can look after him. Joker's version of helping.
